Ⅰ. Founding of the Working Group
In April, 2013, Peña Nieto, President of Mexico, took the initiative to tell President Xi Jinping about the development of “a high-level cooperation mechanism of entrepreneurs” during the Boao Forum, aiming for consolidating and developing the bilateral economic trade relations, establishing the high-end platform for communication and cooperation of enterprises in two nations, seeking for more opportunities of investment and trade and providing policy suggestions of a better investment and trade environment for governments of two nations. In June, 2013, during President Xi’s visit to Mexico, leaders of two countries jointly signed the Joint Statement by the People’s Republic of China and the United States of Mexico. Based on the joint statement, High-level Working Group of Chinese and Mexican Entrepreneurs is agreed to be established (Working Group). Meanwhile, Minister Gao Hucheng and Guajardo, Mexican Economy Minister, signed the Statement of Intent about the Founding of High-level Working Group of Chinese and Mexican Entrepreneurs.
The Conference on the Establishment of High-level Working Group of Chinese and Mexican Entrepreneurs (abbreviated as Working Group, the Spanish abbreviation is “GANE”) and the First Plenary Session was successfully held in Mexico on November 29, 2013. At the conference, Rosenzweig, Vice Minister of Foreign Trade of Mexico Economic Department, and Qiu Xiaoqi, China’s ambassador to Mexico, jointly signed the Memorandum of Understanding on the Establishment of High-level Working Group of Chinese and Mexican Entrepreneurs between the Ministry of Commerce and Mexico Economic Department, indicating the official establishment of the Working Group. On November 13, 2014, the Second Plenary Session of the Working Group was successfully held in the Great Hall of the People.
The establishment of the Working Group aims to establish the high-end platform for communication and cooperation between enterprises of two countries and provide feasible and realistic policy suggestions for governments of two nations for convenient investment and trade.
Ⅱ. Composition of the Working Group
The Working Group consists of two little groups, specifically, the Chinese Group and Mexican Group, each made up of heads in 12 big enterprises with an influence in the economic trade fields of two countries. Each little group shall have one president. The Chinese President is Jiang Jianqing, President of ICBC, while the Mexican President is Gonzales, Chairman of the Board in Mexican GRUMA Group. The Chinese Group members are from Sinopec, China Development Bank, ICBC, CNOOC, COFCO Group, China Railway Group, China Communications Construction Group, Huaneng Group, Huawei, ZTE, Jinchuan Group and GDCOPPER Group. The Mexican Group members are from Mexican enterprises such as AEROMÉXICO, AHMSA, PEMEX and CFE. Investment Promotion Agency of Ministry of Commerce, P.R.China and Promexico act as the Secretariats for each side. The major responsibilities of the former include the foreign liaison and coordination, convening and organizing meetings or other events, discussing key matters of the Chinese Group and handling the routine work of the Chinese Group. In principle, the Working Group holds a plenary session every year, which can be concurrently held with the senior visit of leaders and standing committees of China and Mexico.
